Affordable Housing: A Development Primer
America's 1.15 million public housing units face more than $60 billion in capital repair needs amid unreliable federal funding, pushing housing authorities to explore innovative repositioning strategies.
This presentation examines key funding tools – including Low-Income Housing Tax Credits (both 9 percent and 4 percent), the Rental Assistance Demonstration (RAD) program, Section 18 demolition/disposition, blended conversions, and Restore/Rebuild strategies – that enable public housing authorities to access private debt and equity capital.
It covers the formation and use of affiliated entities for development, property management and liability protection. The presentation also addresses Year 15 planning for LIHTC investments, investor exit strategies, and the emerging threat of "aggregators" — private entities that acquire investor interests and use litigation leverage to extract value from affordable housing developments.

Seating is limited, so pre-registration is strongly encouraged. Walk-ins will be accommodated as space permits. To secure your spot, payment must be made in advance due to limited registration capacity. You can do so online via credit card or by mailing in a check. If this ACBA CLE cannot be held in-person, it will be converted into a webinar and held on the same date and time. You will be notified via email if that change is made.

Supreme Court of Pennsylvania Continuing Legal Education Board
Credit has been approved with the Supreme Court of Pennsylvania Continuing Legal Education Board for 1.00 Substantive credit.
West Virginia State Bar MCLE
Credit has been approved with the West Virginia State Bar MCLE for 1.20 General credits.

If cancelling your registration, you must notify the Allegheny County Bar Association by email CLEcancel@acba.org no later than 2 business days prior to the CLE course presentation date in order to receive a 100% refund; 1 business day or less, you will receive a full refund minus a $25 administrative fee.
The Allegheny County Bar Association welcomes the transferring of a CLE registration to a substitute course date and time. If you do not attend the CLE course and did not notify Allegheny County Bar Association in the appropriate advanced notice, you waive eligibility for a refund. Also, cancellation received after the day of the program will not be refunded.
The Allegheny County Bar Association reserves the right to modify or cancel a program if circumstances warrant. If the ACBA cancels a program, the cost of that program will be refunded.
