Summary

This presentation addressed remediation of blight in Pennsylvania. In real estate, blight is defined as deteriorated, neglected or abandoned state. Blight is a health, safety and welfare concern experienced by municipalities across the Commonwealth.

The presence of blight can have aesthetic, physical and psychological consequences for residents. This presentation discusses Pennsylvania legal processes created to battle blight: the Abandoned and Blighted Property Conservatorship Act and The Neighborhood Blight Reclamation and Revitalization Act. The presentation also touches on sources of grant funding, and local demolition and code enforcement processes.
